BocaNewsNow.Com Obtains Arrest Report. New Information. Execution Style Shooting. Two Dead.

BOCA RATON, FL (BocaNewsNow.com) (Copyright © 2024 MetroDesk Media, LLC) — [FIRST WITH THE STORY] — The man accused of killing two people and critically injuring a third on Ocean Boulevard in Boca Raton is now in the Palm Beach County Jail. Devante Moss of Boynton Beach was extradited from Laurens County, Georgia on Friday — where he was arrested two weeks ago for the double homicide. BocaNewsNow.com has obtained the official arrest report filed by the Boca Raton Police Department. While we have redacted a few elements, the following is what detectives allege occurred:
[ARREST REPORT]: On 09/20/2024, at approximately 1653 hours, Boca Raton Police Department Dispatch received multiple 911 calls regarding a shooting with multiple victims (Boca Raton Police Department case #2024-011046) which occurred in the parking lot at 365 N. Ocean Blvd. Boca Raton, FL 33432. Upon officers’ arrival on scene, three victims were located in the parking lot suffering from gunshot wounds! The Boca Raton Fire Department responded to the scene and pronounced victim w/F Chandler Dill (DOB: 08/15/92) and W/M Christopher Liszak (DOB: 06/28/75) deceased on scene. Victim, W/M Tuan Duy Hoang Ho (DOB: 09/17/83) was transported as a trauma patient to Delay Medical Center for medical treatment due to multiple gunshot wounds.
I conducted two independent sworn witness video recorded statements on scene. The following is a brief synopsis of the infornation provided: The witnesses exited the management office on the southwest side of the complex together. As they were walking north in the west parking lot they observed a B/M suspect, later identified as De Vante Lashawn Moss (DOB: 01/17/1994), running southbound from an apartment towards a silver Jaguar sedan. A W/F victim, later identified as Chandler Dill, was seen chasing Moss through the parking lot yelling “give me my stuff”. Moss was carrying a black purse as he was running towards the vehicle. Moss tried to open the driver side door of the Jaguar; however, Dill grabbed him and attempted to get the purse out of his hands. The two of them struggled over possession of the purse as Moss was simultaneously trying to get into the driver seat of the Jaguar. Moss got the driver side door open to the Jaguar and entered the driver seat as Dill was still trying to get the purse from his hands. A W/M victim, later identified as Tuan Duy Hoang Ho, observed the struggle in the parking lot and went over to help Dill. Ho entered the Jaguar from the passenger side and began punching Moss in order to assist Dill. During the altercation, a second W/M victim, Christopher Liszak, entered the parking lot as Dill was struggling with Moss for the purse. Liszak approached from the driver side and attempted to get the purse out of Moss’ hands. Moss then exited the vehicle and brandished a black handgun. Fearing for their safety, witnesses fled the area southbound and heard about 3-4 gun shots. The witnesses described Moss as being a B/M, 6’2 in height, muscular build, approximately 209 lbs., black shirt and a black du-rag.
365 N. Ocean Blvd is equipped with exterior video surveillance on the west side of the building where the incident occurred. The property management provided access to the on-site video surveillance. The following events were observed on video surveillance:
VIDEO SURVEILLANCE OF THE MURDERS:
At approximately 1651 hours, the door to hotel room 101 opens outward. Moss exited the room holding a black purse with both hands and ran south along the cement paver walkway towards the parking lot. Dill exited the same door immediately behind Moss and chased after him. She was nude from the waist down. As Moss attempted to open the driver door of a silver Jaguar sedan he and Dill got into a physical altercation. Ho approached the Jaguar from the north and attempted to assist Dill. Moss was unable to shut the driver. door to the Jaguar due to the persistence of Dill. Moss exited the Jaguar driver door, stepped around to the rear of the vehicle while Dill was pulling on his shirt, he opened the rear passenger door and removed a small item from the back seat. Moss returned to the front driver door of the Jaguar with Dill still struggling with him. Ho observed Moss briefly and backs away. Ho runs to a black truck nearby and retrieves what appeared to be a gun. Liszak exited room 102 and slowly walked toward the Jaguar and attempted to intervene in the altercation at the driver door. Ho approached the front passenger window. He pulled on the exterior door handle. Ho was holding a small bag as he opened the door and engaged Moss’s attention across the vehicle interior.
EXECUTION STYLE SHOOTING.
Ho quickly moved away from the open passenger front door and takes cover at the passenger side rear of the Jaguar. Moss exited the driver door and stood outside the vehicle. Moss raised a dark colored pistol with both hands and immediately discharged the firearm at Ho, who was at the rear passenger side of the vehicle. He then discharges the firearm striking both Dill and Liszak at close range. Dill stumbled and fell to the ground behind the Jaguar. Liszak fell to the ground west of the Jaguar. Ho ducked along the passenger side of the Jaguar for cover as he moved north and east back toward the hotel. Moss pointed the firearm towards Ho over the roof of the Jaguar and shoots at him once. Ho fell to the ground and attempted to crawl towards the hotel. He stopped behind the hedge in front of room 102 in a seated position facing south. Moss ran across the parking lot to Ho’s location, and made direct contact with him. As Ho was in a seated position on the ground with his empty hands raised above him Moss stood over Ho and discharged the firearm at him. Moss then reached down and picked up what appeared to be a red cellular phone that was on the ground near Ho’s feet. He then ran back to the Jaguar, got into the vehicle, and fled the scene.
The suspect on video surveillance is described as a black male with a large build, facial hair, wearing a black t-shirt, light colored shorts, black socks, red sneakers, and a black cloth “Du-rag” on his head. The Jaguar’s license plate (FL tag QVGU38) was obtained through video surveillance. This FL tag is registered to a 2017 4-door silver Jaguar with a registered owner of De Vante Lashawn Moss (DOB: 01/17/1994) and a listed address of 1201 Coastal Bay Blvd. Boynton Beach, FL 33435. Moss is a black male who is listed as 6’5″ tall and appears to have facial hair in his driver’s license photograph, which matches the description of the suspect captured on video surveillance at 365 N. Ocean Blvd.
The property manager at 365 N. Ocean Blvd. advised that Dill rented apartment 101 on 09/19/2024 and was initially supposed to check out on 09/20/2024; however, she extended the room for an extra day. The property manager also advised that. Liszak rented apartment 102 on 09/09/2024 and was supposed to check out on 09/23/2024. Dill was the only name listed as a renter for apartment 101 and Liszak was the only name listed as a renter for apartment 102.
I made the following observations on scene. A black Juicy Couture purse was on the pavement to the rear of where the Jaguar had been parked and in close proximity of Dill’s body. Inside the purse was Chandler Dill’s State of Washington Identification card. Multiple spent 9mm shell casings, broken glass, and multiple fake fingernail tips were located in close proximity to where the Jaguar had been parked. It appeared after being shot Dill fell over the hedge line to the rear of where the Jaguar had been parked, and came to final rest on the pavement to the south of the hedges. She was in the supine position with her head directed to the south and her feet directed to the north. She was wearing a black-tank top. She had a fatal gunshot wound to the front of her neck, a gunshot wound to her right forearm and a gunshot wound to her upper back.
BODIES LOCATED.
Liszak’s body was found west of where the Jaguar had been parked lying face down on the pavement. His head was directed to the west and his feet directed to the east. He was wearing a gray shirt, camouflage shorts and camouflage boots. He had a single fatal gunshot wound to the upper left chest. It should be noted that Ho was transported to Delray Beach Medical Center prior to my arrival. His bloody shirt, pants and sneakers were located on the cement paver in front room 102. He sustained a gunshot wound to the buttocks (and) a gunshot wound to his right thigh. Based on his injuries Ho was admitted to the Trauma ICU. BRPD crime scene technicians responded to conduct the crime scene investigation.
SEARCH WARRANT.
On 09/20/2024, a legal search warrant was obtained for Moss residence (on) Coastal Bay Blvd. Boynton Beach, FL 33435. With the assistance of the Boynton Beach Police Department the search was executed at 0419 hours on 09/21/24. Moss nor his Jaguar were located at the residence. I made contact with Moss’ fiancé. She was cooperative and voluntarily agreed to speak to me. I conducted a sworn video recorded statement with Nemeth. The following is a brief synopsis of the statement provided: I showed (her) a still image of the suspect from the shooting at 365 N Ocean Blvd.
(She) immediately identified the suspect as her fiancé De Vante Moss. She has been in a relationship with Moss since 2021 and they have one child in common. She last saw him at their residence on 09/20/24 at approximately 1730 hours, as he was packing his luggage to leave for a business trip to Jacksonville Florida. He left the residence in his 2017 silver Jaguar 4-door bearing FL tag QVGU38.
Moss’s Jaguar bearing FL tag QVGU38 was entered into NCIC/FCIC as a felony vehicle. On 09/21/24 at approximately 0520 hours Georgia State Police conducted a traffic stop in Laurens County, GA on the silver Jaguar bearing FL tag QVGU38. Moss was the sole occupant of the vehicle and was detained. It should be noted that the rear driver side window had been shattered (consistent with the broken glass found on scene) and was covered with dark plastic! The vehicle was secured by Georgia State Police. Based on the above investigation and information, I am requesting an arrest warrant for De Vante Moss (DOB: 01/17/94) for 2 counts of first-degree murder with firearm contrary to Florida State Statute 782.04 (1) (a) (1) and 782.04 (1) (a) (2) and one count of attempted first degree murder with firearm contrary to Florida State Statute 782.04 (1) (a) (1) .
