BOCA RATON, FL (BocaNewsNow.com) (Copyright © 2024 MetroDesk Media, LLC) — The owner of popular Boca Raton restaurant “Villa Rosano” was jailed early Thursday after allegedly driving under the influence. A witness allegedly saw Frank Rosano leaving Mario’s Osteria — another Italian restaurant — in an intoxicated state. Boca Raton Police found Rosano in his black Mercedes and ultimately took him into custody. BocaNewsNow.com obtained the police report filed by Boca Raton officers. Here are key excerpts (we remind our readers that we do not tend to edit police reports, however, we have touched up the police report below for spelling in a few instances at the request of several readers):
“On October 17th, 2024 at approximately 2209 hours, the Boca Raton Police Services Department Communications Section (Dispatch) received a report of an intoxicated male leaving a J. Alexander’s restaurant located at 1400 W Glades in the City of Boca Raton. The caller stated she saw a white male with gray hair, wearing a blue shirt and khaki pants, enter his black Mercedes Benz car and he appeared impaired. The caller was concerned of him operating a motor vehicle in this condition.
Following the call being received, Officer Delgado (ID 885) canvassed the surrounding area and located a black Mercedes Benz traveling eastbound on W Glades Rd. Officer Delgado observed the vehicle approach a steady red signal at the intersection of W Glades Rd and N Dixie Hwy and then drive over the solid white stop bar and past a “stop here on red” sign that is located on the right side of the roadway. Based on the BOLO information and the violation of the traffic control device in violation of F. S. S. 316.074 (1)/Officer Delgado conducted a traffic stop on the vehicle in the area of 50 E Glades Rd.
I responded to the location of the traffic stop and arrived at approximately 2242 hours. Upon my arrival, Officer Delgado informed me of the traffic violation he observed the driver make. I then met with the driver, Frank Rosano. Upon approaching the vehicle, I was immediately met with an overwhelmingly strong odor of and unknown alcoholic beverage. This odor grew stronger and was nore noticeable when Frank would open his mouth to speak to me. I also observed that Franks’s eyes were red and glassy. Frank stated he had one glass of wine at Mario’s Osteria restaurant which is located at 1400 W Glades Rd, in the same area as J. Alexander’ s. Based on the totality of the circumstances, I suspected that Frank may have been operating a vehicle within the state while impaired by alcohol and/or chemical or controlled substances. I then asked Frank to exit his vehicle and if he was willing to (take part in field sobriety exercises).”
Police allege that Rosano had issues successfully completing multiple field sobriety tests. That led to his arrest. Again, from the official report:

“Frank was transported to BRPD booking for post arrest processing and the administration of a breath test. Officer Madottà (ID842) (Breath Test Operator) responded to BRPD booking and assisted with the BAT 100 procedures. Frank was asked to provide a sample of his breath for the purpose of determining the alcohol content and he asked if he could speak to an attorney first. Frank was informed that he would need to make a decision without an attorney present and was also read his implied consent warnings at this time. Frank ultimately submitted to the breath test. Initially, Frank provided a volume not met sample of .145 but later provided two valid samples of .155 and .143.”
Rosano was booked into the Palm Beach County Jail at 4:49 a.m. Thursday. He was released on $1,000 bond just after 2 p.m. Thursday. A court date is pending. Rosano, 67, lists Mizner Country Club as his home address. He told police he owns Rosano Reserva which is the company behind Villa Rosano at 9858 Clint Moore Road in Boca Raton.
