DELRAY BEACH, FL (BocaNewsNow.com) (Copyright © 2024 MetroDesk Media, LLC) — A woman driving alone with a learner’s permit was arrested for DUI early Monday morning during a traffic stop near Saturnia Isles on U.S. 441 in Delray Beach. The Palm Beach County Sheriff’s Office booked Charlicia Noelsaint of West Palm Beach into jail a few hours after the 5:38 a.m. traffic stop.
While the arrest report continues to be processed, citations reviewed by BocaNewsNow.com show that Noelsaint was allegedly speeding at 75 miles per hour in the 45-mile-per-hour zone at the time PBSO pulled her over. Noelsaint, according to citations, only had a learner’s permit at the time of the stop — which apparently had been suspended. You are not allowed to drive alone with a learner’s permit in the State of Florida, nor are you allowed to drive if your license is suspended.
A field sobriety test apparently led police to believe she was under the influence of something. Investigators later said her blood or breath alcohol content was 0.158, nearly twice the legal limit of .08.

Charlicia Noelsaint was booked into the Palm Beach County Jail at 9:18 Monday morning and spent much of the day behind bars. She was released on $1250 bond around 10:30 Monday night. She’s officially charged or cited for DUI, driving on a suspended license, driving with a learner’s permit without a licensed driver in the vehicle, and driving 75 mph in a 45 mph zone. A court date is pending.
