New Details In Alleged Molestation Case Against Ex-Palm Beach County School District Instructor.

BOCA RATON, FL (BocaNewsNow.com) (Copyright © 2025 MetroDesk Media, LLC) — The double molestation case against now ex-Palm Beach County School District instructor Norman Riemer is strong enough to warrant life felony charges, but not strong enough to keep him in jail until trial. That’s the somewhat contradictory ruling by Palm Beach County Judge Sheri Collins.
In the decision obtained by BocaNewsNow.com after what’s called an “Arthur Hearing,” Judge Collins wrote:
“Florida law” provides that persons charged with crimes in Florida are entitled to pretrial release unless charged with a capital or punishable by life offense. When addressing bond on capital or punishable by life offenses, the burden is on the State to establish that the proof of guilt is evident or the presumption of guilt is great. In “Arthur” hearings, unlike bond hearings involving lower degree/level crimes, the State is held to a degree of proof greater than that required to establish guilt beyond a reasonable doubt.
The Court finds, based on the testimony and evidence presented, that the State has not met their burden of proof for Arthur hearing purposes. As a result of the Court’s finding, the Defendant is entitled to bond and sets the following conditions of pretrial release. Bond is set at $50,000 on each count.”

Norman Riemer is accused of repeatedly molesting two young girls who were frequent visitors to the Lake Worth home that he shares with his wife, now former West Boca Raton Whispering Pines Elementary School Principal Barbara Riemer. Norman Riemer, 54, allegedly told the girls that they should touch his private part as part of a science experiment. Originally charged with five counts of molestation, the State Attorney’s office ultimately proceeded with two counts — both are life felonies. Read our original reporting here. He has been held in jail since his arrest in late April.
Norman Riemer is now free on bond. No court activity is schedule as of September 23, 2025.
