New Year’s Day Crash Killed Road Ranger On I-95 In Broward County.

Latoya Hayes is now in custody, charged with DUI manslaughter, DUI causing property damage, and reckless driving causing property damage. On Wednesday, January 1, 2025, at approximately 0336 hours a five vehicle versus a pedestrian crash occurred upon southbound Interstate 95, within the overpass/interchange of State Road 820 (Hollywood Boulevard), Hollywood, Broward County, FL. The crash resulted in the death to VICTIM, JOSE PARRA GUADAMA. Based on the physical evidence it was determined that on the above date and time the SUSPECT VEHICLE (2012 BMW X6 SUV bearing Florida License plate 64EJLQ) driven by the SUSPECT, LATOYA HAYES was travelling southbound on Interstate 95 approaching an active crash scene at southbound Interstate 95 on the overpass to Hollywood Boulevard. Three VICTIM VEHICLES (A 2019 DODGE CHARGER SEDAN bearing Florida License plate FHP1789, A 2019 DODGE CHARGER SEDAN bearing Florida License plate FHP0828, A 2022 Ford F-250 PICKUP bearing Florida License plate 79DHYY) were parked blocking the express lane of southbound Interstate 95 on the overpass of Hollywood Boulevard. The two Dodge Charger VICTIM VEHICLES had emergency blue lights activated and were attending to a crash scene and were fully marked law enforcement vehicles. The third Ford F-250 VICTIM VEHICLE had its red and amber lights activated with a directional arrow board activated and was providing protection at the crash scene as a “Road Ranger.” A fourth VICTIM VEHICLE (A 2006 Honda Accord bearing Florida License plate RWMI76) was traveling on the inside general-purpose lane of Interstate 95, being approached on the rear at a higher rate of speed by the SUSPECT VEHICLE.
VICTIM-1 (JOSE PARRA GUADAMA) was walking on the express lane of southbound Interstate 95. VICTIM-1 was performing his duties as a road ranger and was attending to an active crash scene. VICTIM-1 was wearing a highly reflective vest and pants. As the SUSPECT approached the active crash scene and the slower moving VICTIM VEHICLE, the SUSPECT VEHICLE began to careen out of control, which resulted in a rear end collision. The front of the SUSPECT VEHICLE struck the rear of the Honda Accord VICTIM VEHICLE. The Honda Accord VICTIM VEHICLE was projected southwest direction and collided wand stopped with the outside guardrail face. VICTIM-2, who was seated in the left rear seat of the Honda Accord VICTIM VEHICLE, was transported to Memorial Regional Hospital by Hollywood Fire Rescue, to be treated for injuries. After colliding with the Honda Accord VICTIM VEHICLE, the SUSPECT VEHICLE traveled southeast for approximately 202 feet and 9 inches, where it collided with the concrete median wall. After colliding with the concrete wall, the SUSPECT VEHICLE redirected south approximately 273 feet 9 inches until it collided with VICTIM-1 and the three other VICTIM VEHICLES (A 2019 DODGE CHARGER SEDAN bearing Florida License plate FHP1789, A 2019 DODGE CHARGER SEDAN bearing Florida License plate FHP0828, A 2022 Ford F-250 PICKUP bearing Florida License plate 79DHYY). VICTIM-1 (JOSE PARRA GUADAMA) was pronounced deceased on scene by Hollywood Fire Rescue Captain Mark Tasson at 3:38 AM. VICTIM-3 (Trooper Daniel Rodriguez) whom was seated within the driver seat of one of the VICTIM VEHICLES and VICTIM-4 (Trooper Samantha Lopez) whom was seated within the driver seat of one of VICTIM VEHICLES were transported to Memorial Regional Hospital for their injuries. Captain Mark Tasson of Hollywood Fire Rescue was on scene attending to the prior crash and observed the SUSPECT in the driver seat of THE SUSPECT VEHICLE.
Trooper David Andrade, who was attending to the prior crash, observed THE SUSPECT behind the driver seat of THE SUSPECT VEHICLE. Trooper David Andrade observed the following indicators of impairment from THE SUSPECT; the suspect had an odor of an unknown alcoholic beverage emitting from her facial area as she spoke, the suspect had bloodshot red watery eyes. Traffic Homicide Sergeant for the Florida Highway Patrol, Sergeant Danny Diaz arrived at the scene of the traffic crash at approximately 4:40 AM. During Sergeant Diaz’s interactions with the SUSPECT, he observed the following indicators of impairment: he could smell a moderate odor of an unknown alcoholic beverage emitting from the SUSPECT’S mouth as she spoke, he observed the suspects eyes to be red, bloodshot and watery, he observed that the SUSPECT was actively chewing gum in an attempt to conceal the odor of alcohol, the SUSPECT talked in a low and raspy voice.
Based on the indicators of impairment observed by both Sergeant Danny Diaz, a Traffic Homicide Supervisor whom has been employed with the Florida Highway Patrol for 12 years, and Trooper David Andrade, whom is a road patrol Trooper that has been employed with the Florida Highway Patrol for 5 years; Sergeant Diaz applied for a search warrant to obtain a legal blood sample from THE SUSPECT. The Honorable Circuit Judge Michael Davis of the 17th Judicial Circuit granted the search for a legal blood draw from THE SUSPECT. Traffic Homicide Investigator Reyna Hernandez-Murillo executed the search for the legal blood draw of THE SUSPECT at 6:40 AM. Sergeant John Baker, a Traffic Homicide Sergeant also witnessed the execution of the warrant. THE SUSPECT entered the inside of Hollywood Fire Rescue Truck 231 at 6:41 AM. At approximately 6:53 AM the first blood vial was drawn from THE SUSPECT. At approximately 6:54 AM, the second blood vial was drawn from THE SUSPECT. Corporal Hernandez-Murillo sealed the blood kit and transported/submitted it to the Broward County Medical Examiner’s Office for processing.
On January 1, 2025, at 7:16 AM, Sergeant Diaz attempted to obtain a sworn recorded, post-Miranda statement from THE SUSPECT was seated within the front right passenger seat of FHP3268 which had an in-car dash camera that was recorded. Sergeant Diaz also had his audio recorder active. The following spontaneous utterances were made by the SUSPECT were captured by the camera and audio recorder: “I wasn’t even in that lane,” while she pointed to the express lane. “I was holding onto the wheel and I stepped on the brake,” as she motioned both of her hands pretending to be on a steering wheel and pushing her foot down as if she was pushing on a vehicle’s brake. THE SUSPECT had a Florida License number of H-200-521-79-811-0, which had been expired since the date of 10/21/2003. The final toxicology reports for SUSPECT, Hayes from the University of Miami Miller School of Medicine, Forensic Toxicology Lab showed that the blood drawn from Hayes via the execution of the search warrant showed that it was positive for Ethanol with a concentration of 0.168 g/dL. Based on this information, probable cause exists to believe that Suspect LATOYA HAYES, did then and there unlawfully drive, or was in actual physical control of a vehicle, while he was under the influence of an alcoholic beverage and/or a chemical substance set forth in Florida Statute 877.111 and/or a substance controlled under Chapter 893 of the Florida Statutes, to the extent that his normal faculties were impaired and/or with a blood-alcohol level of.08 or more, and Suspect, LATOYA HAYES, did cause or contribute to causing the death to the VICTIM JOSE PARRA GUADAMA Based on this information, probable cause also exists to believe that Suspect LATOYA HAYES operated a vehicle in a reckless manner, likely to cause the death or great bodily harm of another, and Suspect, LATOYA HAYES did cause the death of VICTIM JOSE PARRA GUADAMA.
Based on this information, probable cause exists to believe that Suspect LATOYA HAYES, did then and there unlawfully drive, or was in actual physical control of a vehicle, while he was under the influence of an alcoholic beverage and/or a chemical substance set forth in Florida Statute 877.111 and/or a substance controlled under Chapter 893 of the Florida Statutes, to the extent that his normal faculties were impaired and/or with a blood-alcohol level of.08 or more, and Suspect, LATOYA HAYES, did cause or contribute to causing the injury/property damage to Toddelle McFarland, Samantha Lopez, Daniel Rodriguez, 2019 Dodge Charger owned by The State of Florida, 2006 Honda Accord owned by Toddelle McFarland, and 2022 Ford F-250 owned by business INCIDENT CLEARANCE. Based on this information, probable cause also exists to believe that Suspect LATOYA HAYES operated a vehicle in a reckless manner, likely to cause the death or great bodily harm of another, and Suspect, LATOYA HAYES did cause injury/property damage to Toddelle McFarland, Samantha Lopez, Daniel Rodriguez, 2019 Dodge Charger owned by The State of Florida, 2006 Honda Accord owned by Toddelle McFarland, and 2022 Ford F-250 owned by business INCIDENT CLEARANCE.
