>> On the above date and time a call was placed to 911 stating a white female was passed out in her vehicle and the vehicle was turned off. Responding deputies and Palm Beach County Fire Rescue arrived on scene and observed the white female sleeping in the driver’s seat. Upon further inspection of the interior of the vehicle a 1 year old white male later identified as (redacted) was laying on the rear seat floorboard. The child was sweating and conscious. Palm Beach County Fire Rescue checked the child’s well being and informed me he was in good health to be released from the scene, at this time i initiated a child abuse/neglect investigation and informed the white female later identified as Monica Pagan that she was detained ad not free to leave. PBCFR was about to clear the scene when Pagan decided to walk away from her vehicle. I gave a second Lawful command that she was being detained and she needed to stay onscene.

Pagan stated, “I’m going home” and proceeded to walk away once again with (the child) in her arms. At this time i took hold of left wrist and applied handcuffs. D/S Ettorre came to assist by removing the child from pagan’s grasp. Pagan refused to release the child causing the child to be involved with the struggle and handcuffing procedure.
I gave multiple lawful commands for pagan to release the child to d/s Ettorre which she refused until i could take control of pagan’s right hand and properly handcuff her. D/s Ettorre handed off the child to pbcfr personnel. Pagan then kicked me in my testicles causing severe pain while i was attempting to stabilizing her against her vehicle. D/s Ettorre then assisted me in placing pagan in the rear prisoner compartment of his marked patrol vehicle. While attempting to seat Pagan in the patrol car she refused by kicking me, d/s Ettoree and d/s Aguero multiple times in our abdomen and thighs.
Pagan had to be taken to the ground to keep from injuring deputies and herself. Once on the ground and being held down while she thrashed her upper body and legs i asked PBCFR if they could sedate her with ketamine which pbcfr agreed. Pagan was then sedated and placed on a stretcher for transport to West Boca Medical Center to be treated for her minor abrasions from being taken to the ground. While on the stretcher Pagan leaned in and bit d/s Valentin on the inside of his right bicep causing it to bleed and bruise. D/s Valentin had to be medically treated at West Boca Medical Center for his injuries.<<
Monica Pagan was released $6,000 bond. Her child is in the care of the Florida Department of Children and Family Services according to public records.
