Cemhan Biricik Can Only View Case Against Him In Presence Of Monitors.

BOCA RATON, FL (BocaNewsNow.com) (Copyright © 2025 MetroDesk Media, LLC) — The case against Boca Bridges resident Cemhan “Jimmy” Biricik has so much confidential information — and information from confidential informants — that Biricik can only view it in the presence of monitors.
Attorneys for Biricik and Michigan Doctor Martin Perlin both agreed to the “Stipulated Protective Order” just filed in conjunction with the United States Department of Justice. BocaNewsNow.com obtained the order. It is published in its entirety below. Here is a key section:
”By signing the Order, defense counsel agrees that any documents or files containing confidential law enforcement materials or PII (personal identifying information) are to be viewed only by defense counsel, designated defense investigators, support staff, or other individuals necessary for assisting defense in the preparation and trial for this matter. Defense counsel may permit their client to view confidential materials or unredacted PII files only in the presence of their attorney, defense investigators, and/or support staff in the office of defense counsel or at the detention facility where the defendant is being housed. However, confidential materials or unredacted PII files may not be disseminated to, or by, the defendant or between defendants, or any other person, in any circumstance.”
Biricik, as BocaNewsNow.com was first to report shortly after a raid on his home in Boca Bridges, is charged with more than 50 counts of healthcare fraud. Biricik is accused of running a bogus COVID-19 testing business for which he bilked Medicare and Medicaid out of more than $50 million. Read our initial reporting here.
Cemhan Biricik is considered a flight risk by federal prosecutors. A judge has ordered that he remain held in a federal detention facility until trial. Biricik declared bankruptcy in 2019 but purchased a $4.5M home in Boca Bridges — and a plane — just a few years later, Boca Bridges is located north of Clint Moore Road, in between Lyons Road and U.S. 441.
