High Bond For Boca Raton Man Charged With Fourth DUI

BOCA RATON, FL (BocaNewsNow.com) (Copyright © 2023 MetroDesk Media, LLC) — A Boca Raton man who police say has had at least four DUI arrests is facing a notably high bond after allegedly causing a crash in the area of Toledo Road and Palmetto Park Road. Frederick Hammond, of Old Court Road in Boca Raton, is being held in the Palm Beach County Jail Wednesday morning. Bond is set at $15,000.

BOCANEWSNOW.com obtained the police report from Hammond’s latest arrest. In it, police describe what they observed upon arriving at the scene of the one-car wreck, and how Hammond allegedly acted and reacted to the investigation:

“On Saturday, August 12th, 2023, at approximately 2301 hours, I responded to the intersection of Toledo Rd and Palmetto Park Rd in unincorporated Boca Raton, Florida 33433, in reference to a vehicle crash. Upon arrival, I saw a Black Mercedes SUV on the Northwest corner crash into a guardrail and against a tree. I approached the vehicle to see if anyone was injured, and I saw a white male, later identified as Frederick J. Hammond, standing and leaning against the front driver-side door of the vehicle. I also noticed that the vehicle had deployed the airbag system on the driver’s side door and steering wheel. I did not see any airbag deployment on the passenger side.

Hammond stated he needed medical attention, which I called for PBCFR and advised. I asked Hammond if anyone else was involved, to which he said his wife was driving the vehicle, but she went home. Hammond then stated that he was seated in the vehicle’s passenger seat. It should be noted that while speaking with Hammond, I noticed he was slurring his words, had glossy eyes, and was unable to stand straight. Hammond then advised that he was feeling confused. Once PBCFR arrived and began assessing Hammond, I spoke with a witness who stated he saw the traffic crash and advised that Hammond was the vehicle’s sole occupant. The witness also said that he saw Hammond exit the driver’s side door.

… Explained to (Hammond) there was a witness who places him in the driver seat/behind the wheel at the time of the accident. He claims his spouse was driving the vehicle and ran away. He became argumentative about there being a witness. There were numerous open containers of 99 Blue Raspberry mini bottles, they were empty. I asked the defendant to submit to seated roadside field sobriety tasks to which he refused.

..The defendant did not possess his Florida drivers license or ID card. I checked the DAVID system and found he has 4 or more previous DUI’s dating back to 1982.”

Frederick was booked into the Palm Beach County Jail on August 13th at 3:37 a.m. He remains held on the charges of “DUI 4th or more subsequent offense,” “moving traffic violation — driving while license suspended or revoked,” and “refusal to submit to DUI testing.” He remains behind bars early Wednesday morning, August 16th.
