BOCA RATON, FL (BocaNewsNow.com) (Copyright © 2026 MetroDesk Media, LLC) — The “One Boca” initiative took a major step forward today after the Boca Raton City Council approved the Master Partnership Agreement, officially sending the final decision to voters this coming March. The Council’s approval covers the development management, construction agreements for public facilities, and leases for private facilities on the 7.8 acres adjacent to the Brightline station and Government Center Campus. Proponents characterize the proposal as a “smaller, smarter” plan that will generate more than $4 billion in revenue for the city to fund a new City Hall, police substation, and community center without raising taxes.
Alongside the vote, the One Boca team unveiled preliminary conceptual renderings for a reimagined Memorial Park, designed in collaboration with local veterans to ensure the space honors the city’s military history. While the images are early concepts, the proposal ensures the area west of NW 2nd Avenue remains 100 percent city-owned, featuring expanded green space, playgrounds, and civic facilities.
Rob Frisbie, Managing Partner of the Frisbie Group, welcomed the Council’s support and emphasized the team’s commitment to educating residents on the project’s benefits ahead of the election. If approved, the development aims to create a pedestrian-focused destination featuring ground-floor retail and dining, protected bike lanes, and shaded sidewalks that prioritize accessibility throughout the downtown area.
Voters will have the final say on the binding agreement at the ballot box on March 10. If passed, the plan will double usable public recreation space from 7.6 to 15.6 acres and connect both sides of downtown with new walkable areas. The proposal is structured to support the upfront issuance of $127 million in bonds paid for by project revenues, ensuring that infrastructure improvements — including the potential extension of the El Rio Trail — are funded by the development rather than taxpayers.
