BOYNTON BEACH, FL (BocaNewsNow.com) (Copyright © 2026 MetroDesk Media, LLC) — A Boynton Beach man was charged with DUI manslaughter and vehicular homicide after investigators say he drove drunk at nearly double the speed limit and struck a bicyclist so violently that the victim’s leg was severed from his body and thrown approximately 300 feet — landing on the roof of a nearby home. Angelo Ismael Munguia, 24, of Paxford Lane, was arrested in connection with the July 11, 2025 death of Juan Rolando Villeda Rivera, 31, at the intersection of South Congress Avenue and Buccaneer Road in Boynton Beach.

According to a Palm Beach County Sheriff’s Office probable cause affidavit reviewed by BocaNewsNow.com, investigators recovered surveillance video showing Munguia at a Wawa gas station on Hypoluxo Road earlier that evening, where he went directly to the alcohol cooler before purchasing beverages. He later spent approximately three hours at The Hive Waterfront Restaurant and Tiki Bar near Lake Osbourne, where he told investigators he consumed two “Beer Hug” IPA alcoholic beverages while “riding around in the tube” with friends. Deputies noted that his vehicle’s event data recorder showed it was traveling between 73.9 and 81.4 miles per hour in the five seconds before the crash — in a 45 mph zone.

At the scene, witnesses told investigators that Munguia exited his vehicle and went to aid the victim, while making repeated spontaneous statements to responding deputies, paramedics, and others that he had been driving and believed he had killed someone. He was transported to HCA Florida JFK Hospital in Atlantis, where a DUI investigator noted the smell of alcohol, bloodshot and watery eyes, flushed face, and slurred speech. Blood draws obtained under a search warrant later confirmed a blood alcohol concentration between 0.177 and 0.179 — more than twice the legal limit of 0.08. Investigators noted that the victim’s body was thrown approximately 225 feet from the point of impact, and that Munguia described the damage to his SUV as looking like it had “rammed into a wall.”

Investigators also noted in the affidavit that the victim, Villeda Rivera, may have been a contributing factor in the crash, concluding that he violated Florida bicycle regulations — including failing to use required lighting at night — and was also found to have been operating his bicycle while impaired. Munguia faces charges of DUI manslaughter and vehicular homicide.
