QUESTION: Can City Of Boca Raton Approve Construction That Causes Problems In Unincorporated Palm Beach County?
BOCA RATON, FL (BocaNewsNow.com) (Copyright © 2026 MetroDesk Media, LLC) — The non-stop traffic backup on Clint Moore Road thanks to the construction of a new eight foot wall along Woodfield Country Club is raising questions about who approved the project and why. The City of Boca Raton gave the green light to the project back in February. But the section of Clint Moore Road where the construction is actually taking place appears to straddle Unincorporated Palm Beach County.
The map shows where City of Boca Raton’s jurisdiction (in green) ends and Unincorporated Palm Beach County begins. Based on the map, the wall itself may be in City of Boca Raton. But the crews — and traffic problems — fall into Unincorporated Palm Beach County.
There is no record that we could find of Palm Beach County Planning and Zoning reviewing the project or discussing ways to mitigate the traffic issues it’s creating on Clint Moore Road. The project has narrowed eastbound Clint Moore to one lane between much of the section that runs from the Florida Turnpike to Jog Road.
A Woodfield security guard inexplicably sits on Clint Moore Road prohibiting U-Turns near the site. Security guards have absolutely no authority whatsoever when it comes to traffic enforcement on a public road. It’s unclear why the guard is taking up road space that could otherwise be used by motorists trying to avoid the mess. It’s unclear who — if anyone — authorized the security guard to block vehicles attempting to turn around.
It’s also unclear why construction crews are closing a lane of traffic for an extended stretch when the work is focused on a small area, carried out by crews that motorists who frequent Clint Moore suggest take breaks more than they work. Workers are often seen sitting on the back of their trucks, standing along the road, or actively not appearing to work as motorists struggle to navigate the scene. Palm Beach County officials were apparently only notified that there would be “intermittent” lane closures — not closures than span 8-10 hours at a time.

The Woodfield plan, obtained by BocaNewsNow.com and published below, calls for an eight foot wall alongside Woodfield’s golf course that sits just south of Clint Moore Road. It also suggests that at least some of the existing landscaping will be left in tact. However, much of the landscaping seems to be in the process of being ripped down by the crews that have closed the right lane on Clint Moore.
We are awaiting word from Palm Beach County regarding potential traffic and code enforcement violations — if any. We are also seeking clarity regarding Woodfield’s placement of a security guard on Palm Beach County property near the site. Check back for updates.
